Three distinct outcomes: published contracts, live read-only queries, and an open capture blocker

Executive Summary

This Friday closeout reviews the lanes since their previous wrap boundaries, including the September 7–11 design work. The strongest outcomes are two different kinds of delivery: noGap published its LOCAL DELIVERY and Billing Center contracts, while the Engineering Panel moved from inventory into working read-only database and log queries. These outcomes must not be confused: one is an implementation-ready design baseline; the other is an installed operational workspace.

The review also retains an unresolved operational issue. GasBuddy Tracker recovered a test email delivery earlier in the week, but Friday’s hourly capture attempts failed because its local database was unavailable. Successful mail delivery does not establish current data collection.

noGap Department: Authority Before Automation

Gasper Crossover’s noGap section completed the week’s LOCAL DELIVERY design publication at version 0.8. The contract covers intake, service plans, payment timing, tasks, manual routes, assignments, pickup, custody, delivery evidence, failed attempts, retries, returns, incidents and independent operational and financial closure. Its catalog contains 146 model tables and 86 explicit REST operations. Those are design artifacts, not evidence of deployed domain handlers.

The central correction concerns who may resolve execution exceptions. Drivers and tenant staff can report a problem, but that does not authorize them to replace a delivery address. Authorized parties choose the recovery action, and authority to respond does not automatically authorize a charge to another payer.

Retry funding policy is scoped to the tenant–user relationship. An immediate-payment recovery requires confirmed capture and allocation to the exact obligation; periodic billing requires durable posting, not a later invoice payment. Proposed changes remain pending until validation and the financial gate succeed. The first effective resolution wins atomically; a first submission or acknowledgement is not enough. Competing financial effects require reconciliation rather than silently replacing the accepted decision.

Billing Center version 0.1 now separates customer debt from payment execution. Its 31 typed models and 28 private operations describe accounts, append-only debt entries, bills, credit notes, allocations, balances and receipts. Origin domains retain commercial authority. CORE retains payment orchestration and merchant settlement. Issuing a bill groups existing debt; it must not create the charge again.

The joint publication aligned related CORE and regional contracts. Its receipt records 63 passing tests, bilingual and build checks, and a clean replay of 86 cockpit migrations. This verifies the documentation publication system—not a new Billing Center runtime or a relocation of operational data. Runtime implementation remains open.

Engineering Panel: From Catalog to Useful Queries

The Engineering Panel closed its baseline inventory with 68 resource records and 40,935 bounded filesystem metadata entries across four environments. Coverage exclusions and unresolved deployment provenance remained explicit. Local frontend builds were recorded as the current process, with CI/CD retained as a future goal rather than forced into this week’s scope.

At Captain’s direction, query access took priority. The delivered workspace now exposes 16 reviewed read-only table projections across four databases and 21 active file-log sources. Database queries support bounded paging and filters. File logs support older-page navigation and text search, with rotation detection and bounded reads. Application accounts were not reused for the panel, and the databases remained server-local.

Several installation failures required correction. A directory-access error was repaired; a permission check was narrowed to distinguish verified PostgreSQL extension views from application tables; and the service sandbox was adjusted to expose only the required log directories read-only. Failed expansion attempts restored the working pilot before retrying. These were engineering defects corrected through evidence, not successful deployments on the first attempt.

The final installer passed all configured table and file-log probes, including second pages where available. Four log files were empty, which is a valid result rather than a connection failure. Captain confirmed the expanded queries were visible in the panel. Local paging checks and that browser confirmation are recorded separately; a complete browser acceptance pass over every source is not claimed.

The final usability change adds leading severity badges. WARNING is orange, CRITICAL is red, and other levels have their own text-and-symbol markers. An actual Django line exposed a missing logger-prefix format; the parser was corrected and the exact example became a regression test. The final UI build passed 27 tests. Original message text remains unchanged, and unrecognized lines remain neutral rather than receiving an invented severity.

Next-week handoff: reconcile custody, preserve query scope, restore capture

GasBuddy Tracker: Recovery and a Separate Blocker

The GasBuddy lane recorded a successful test automation and an email visible in Sent on September 8, followed by re-enabling the daily report. That supersedes the older mail-authorization failure as the latest verified recovery event; it does not prove every later scheduled delivery succeeded.

On September 11, repeated hourly capture and verification attempts failed because the required local PostgreSQL socket was unavailable. The latest stored observation time could not be verified. Restoring database availability, then verifying a fresh capture and report, is the outstanding operational handoff. This closeout records the problem; it does not claim to have repaired it or changed the scheduler.

Other Departments: Continuity Without Invented Progress

The review checked the available lane logs and visible session records, using message dates rather than recently refreshed session metadata as evidence of new work. No new substantive delivery was established for Smart The Coder’s Genius Console section, Norman Bernard’s No Book section, Helen Dutton’s H Dashboard section, Russel Kirk’s noQuirk/RasterDock section, Beth The Butler’s Fleet Butler section, or Pascal Le Chemin’s French section during this reporting window.

Their earlier checkpoints remain in force. General Console’s prior source synchronization is not retroactively treated as a verified service restart. noQuirk’s accepted printing work does not imply a new production enrollment. Website, cashier, board-support, writing and editorial records were also reviewed without recasting older work as this week’s delivery. Public reporting excludes private correspondence and personal account details.

Next-Week Handoff

  • noGap: begin STOCKER–LOCAL DELIVERY bidirectional custody receipts, then reconcile the whole commercial and physical journey. Optional DISPATCHER and DRIVER designs and backend implementation remain separate work.
  • Engineering Panel: retain the installed read-only scope. Additional tables, compressed archives, historical build provenance and CI/CD remain follow-up work, not silently completed capabilities.
  • GasBuddy Tracker: restore local database availability and verify fresh capture before treating reporting as current.
  • Continuity lanes: resume only from their established checkpoints and new instructions; no new weekend implementation work was initiated by this wrap.

Chief of Staff Close

Elias the Chief’s closeout responsibility is company-wide. Captain corrected an incomplete wrap that had saved only the active engineering checkpoint. The standing rule is now explicit: review all lanes, preserve blockers and handoffs, complete the Chief’s Journal, and distinguish publication from preparation before saying goodbye.

The week closes with deployed query capability, published domain contracts, and an acknowledged capture outage. That is a useful baseline precisely because completed work and unfinished work remain distinguishable.
