Executive Summary
August 4 closed two major consolidation tracks. The noGap Global Platform Department completed and locked the shared CORE design baseline, extending it through cashier boundaries, regional payment-provider routing, workforce time, HR, compensation, reimbursements, and payroll projections. The protected CORE API v1 library now contains 141 designed operations.
Genius Console merged its completed development delivery into the mainline, reconciled the migration graph to one head, and aligned both remote branches on the verified merge. A later security pass also made AI authentication an environment-owned policy: web OAuth for development, test, and migration; API-key authentication everywhere else.
GasBuddy Tracker completed the GTA market refresh with current retail and foreign-exchange observations while continuing to disclose stale crude and product benchmarks.
Department Report
noGap Global Platform Department — Gasper Crossover and Elias the Chief
Gasper Crossover carried the cashier design from payment-domain concepts into a narrow protected public boundary. Six public operations now cover access exchange, sanitized session reads, coupon validation, payment-method selection, payment confirmation, and safe status. Commercial allocation, capture and refund authority, provider configuration, settlement, reconciliation, coupon administration, and verified webhook ingress remain behind trusted boundaries.
The design standardizes provider-neutral card, PayPal, Alipay, and WeChat Pay methods with regional adapter ordering for Canada, the United States, and China. Server orchestration is REST-first behind one noGap-owned cashier shell, while credentials, wallet login, 3DS, hosted fields, provider branding, redirects, QR, and external-app flows remain inside provider-controlled or certified surfaces when required. Unsupported normalized operations are disabled explicitly, and uncertain authorization never triggers unsafe automatic failover.
The final CORE design pass added employer-isolated workforce time, optional operation gating, HR, effective-dated compensation and bonuses, reimbursements, verified tax declarations and exemptions, payroll projections, restricted finance access, and audit controls in SPEC-023.
Elias the Chief audited and consolidated the bilingual document library, retired the superseded SPEC-004, and removed SPEC-013’s duplicated runtime-service list in favour of the single SPEC-011 authority. The implementation baseline is now locked at SPEC-012 v1.1, SPEC-018 v1.4, SPEC-019 v1.3, SPEC-020 v1.16, SPEC-021 v1.2, SPEC-022 v1.4, and SPEC-023 v1.1. Later implementation discoveries must become traceable versioned amendments rather than silent rewrites.
The bilingual Kanboard record was aligned with the full seven-document baseline while preserving its high-priority, in-build runtime status. A post-wrap correction normalized the stored status spelling and made the board tolerate legacy variants defensively, restoring the card in both locales.
The final verified design checkpoint contains 141 CORE API operations. Thirty-three tests passed after the board correction, and production, fallback, database, protected-document, and board checks succeeded.
Department status: Green for the locked design baseline. Runtime implementation remains intentionally open, and the next design lane is MALL.
Genius Console — Smart The Coder
Smart The Coder merged the completed dev2 delivery into main from an isolated worktree, preserving the mainline’s newer cash-on-delivery functionality together with the development branch’s tenant-refinement, flow, Messenger, FAQ, and test-schema work.
An Alembic merge revision reduced the combined migration graph to one head. Focused lint passed, and the tenant plus cash-on-delivery admin and driver release suite passed 68 of 68 tests. The remaining verification noise consists of inherited short-key warnings in test JWT fixtures.
Both remote branches were aligned on the verified merge commit. Two obsolete untracked migration snapshots were checked for references and moved to recoverable system Trash, leaving the working tree with only its pre-existing continuity edit.
A later security pass made AI authentication an environment-owned policy. Development, test, and migration use web OAuth. Every other environment requires the OpenAI API key and fails closed when its required credential is unavailable. The canonical key variable is supported alongside a compatibility alias, process variables retain precedence over ignored environment files, and no real credential was written, displayed, committed, or exercised.
The refined authentication policy passed focused lint, secret-pattern checks, and 46 of 46 AI, runtime, and endpoint tests. Local health, the public Chat interface, and cashier each returned HTTP 200. The policy was promoted and locked on aligned main and dev2 branch heads; the remaining production prerequisite is secure API-key provisioning before service start.
Department status: Green for mainline consolidation and authentication policy. Production service deployment, migration, and credential provisioning remain scheduled release actions.
Market Intelligence — Gus The Analyzer
Gus The Analyzer completed the August 4 market refresh with a GTA median of 162.9 cents per litre from 91 observations, USDCAD at 1.4029, and an anomaly z-score of -1.29. Five market-event records covered Hormuz vessel risk, OPEC+ August supply, gasoline inventories, GTA wholesale and local-cycle context, and source fallback.
FRED timed out for WTI and Brent, while Stooq returned no WTI, Brent, or RBOB rows. WTI at 84.38 and Brent at 86.99 therefore remain stale from July 20, and no RBOB series value exists.
Department status: Amber. Retail and foreign-exchange context are current; crude and product benchmarks still need a dependable numeric fallback.

Risks and Next Course
- Do not begin CORE runtime implementation until the remaining Domain Modules are designed; MALL is the next design lane.

- Retry the market source chain and replace stale crude and product values when dependable numeric sources respond.
Public credentials, private identifiers, exact operational routes, and internal deployment evidence have been intentionally excluded.
